With reference to your letter (No.52936/1902) of December 30th, 1902, I am directed by the Marquess of Lansdowne to transmit to you copy of a despatch from His Majesty's Minister at Peking, enclosing copies of Postal arrangements concluded between the Postal Administration of China and the Governments of France and Japan respectively, and calling attention to a request which Sir R. Hart, in transmitting these documents, made to him for his assistance in effecting an understanding of a similar nature with the Government of Hong Kong.

I am to enquire what reply should, in the opinion of the Secretary of State for the Colonies, be returned to Sir E. Satow's despatch.

The last paragraph of the inclosed despatch has been communicated to the General Post Office for their observations.
